LOCAL INTERVENTIONS WITH METROPOLITAN DYNAMICS: BRAZILIAN INTEGRATED URBAN DEVELOPMENT PLANS (PDUI) AND THE PDUI OF THE CURITIBA METROPOLITAN REGION, IN THE CONTEXT OF MOBILITY LINKED TO STRUCTURAL SYSTEMS
INTRODUCTION: Metropolitan planning in Brazil faces a recurring mismatch between municipal administrative boundaries and urban dynamics that extend across them, particularly daily commuting, public transportation, regional logistics, and road networks. This study is part of a broader research project led by the advisor on local interventions with metropolitan dynamics and uses Curitiba’s Linha Verde as a reference for examining how a municipal intervention can perform regional functions. The research focused on the Integrated Urban Development Plans (PDUIs) of the Curitiba, Londrina, Greater Vitória, and Vale do Paraíba and North Coast metropolitan regions. Belo Horizonte and Recife were also examined during the preliminary screening stage, but they were not included in the main analytical matrix because they did not fully meet the temporal and documentary criteria adopted. AIMS: The general objective is to comparatively assess the preparation processes and guidelines of the Curitiba Metropolitan Region PDUI and the selected Brazilian PDUIs, with emphasis on local and regional mobility and its interfaces with land use and occupation MATERIALS AND METHODS: A qualitative, exploratory, documentary, and comparative approach was adopted. Federal legislation and official planning documents were reviewed, and the cases were selected according to their preparation after the enactment of the Metropolis Statute, public availability of documents, presence of mobility proposals, and methodological diversity RESULTS: The results indicate convergence in the recognition of mobility as a Public Function of Common Interest, in the need for interfederative governance, and in the integration of transportation, road systems, and territorial planning. The plans differ, however, in their level of detail: the Curitiba PDUI presents guidelines, programs, actions, responsible entities, and deadlines; the Londrina PDUI identifies structuring projects and stakeholders; the Greater Vitória PDUI combines legal institutionalization, macrozoning, and mobility; and the Vale do Paraíba and North Coast PDUI highlights the challenges of an extensive and heterogeneous territory structured by road corridors of national relevance. FINAL CONSIDERATIONS: The study concludes that the implementation capacity of PDUIs depends on clearly defined governance arrangements, responsibilities, instruments, monitoring mechanisms, and coordination with municipal plans. In this context, Linha Verde provides a reference for assessing the integration of municipal interventions with regional impacts into metropolitan planning.
