STRATEGIC DECISION-MAKING MODEL FOR THE IMPLEMENTATION OF BIOGAS AND BIOMETHANE PALNTS IN BRAZIL AND IN THE UNITED STATES

RESUMO

INTRODUCTION: Decision-making process can help a lot in the implementation of projects, proposing more cautious and thoughtful decisions, mainly by organizing relevant information and defining alternatives. This approach increases the chances to achieve the expected results in projects. – OBJECTIVES: In this paper, we aim to systematize and propose strategic decision-making models to address biogas and biomethane projects, helping the decision-makers to choose the most satisfying alternative possible to implement projects and contribute to the diversification of the energy matrix and mitigation of climate change. – MATERIALS AND METHOD: There are a lot of methods available when talking about decision-making, that is why these paper aims to explain, in more details, some of the most well-known theories and practices and its correlation among them. In order to systematize and propose a strategic decision-making model in the scenario of renewable energies, mainly biogas, this paper will consider the proposal model developed by Wollmann & Tortato (2019). The proposed model, SDSI (Strategic Decision Making for Sustainability and Value Innovation) model, emerges from the identification of the relationships between the concepts of sustainability, value innovation, the strategic decision process, and complex adaptive systems, multicriteria decision-making techniques, and system optimization techniques (linear programming). – RESULTS: The results are formed after reviewing the qualities and disadvantages of each model, reaching a conclusion of which is better to show more parameters when it comes to biogas-biomethane plants. – FINAL CONSIDERATIONS: The most satisfying alternative presents a multi-criteria analysis following an integrated guideline system, which contains an evaluation of benefits, opportunities, costs, and risks – all very important to plan a biogas-biomethane plant. Future research could evaluate the criteria using a real case approach, defining the Benefits, Opportunities, Costs and Risks involved in a biogas-biomethane plants in Brazil.
